OGV is the Ogg container with video tracks inside — usually Theora, sometimes VP8 or Dirac. Theora itself descended from VP3, a codec On2 Technologies open-sourced in 2001; Xiph.Org maintained it into Theora 1.0 (2008). The .ogv extension was formalized around 2007 to give video-bearing Ogg files a clearly different extension from audio-only .ogg or .oga.

OGV’s moment came in the late 2000s when the HTML5 <video> tag was still figuring out which codec to bundle by default. Firefox, Opera, and Chrome added Theora playback; Safari and IE refused on licensing grounds. Wikipedia mandated OGV for all video uploads in 2010. Then WebM (VP8, 2010; VP9, 2013) arrived with better compression and the open-codec baton passed. Today OGV is mostly a Wikipedia and museum-grade-archive format.
